UK NARIC attended the launch of the new Wales International Consortium on the 5th May. This initiative is aimed at promoting Welsh universities to international students and is co-funded by HEFCW and the British Council Wales, as well as being supported by the Welsh Assembly Government and member institutions.

The Consortium was launched by Jane Davidson AM, Minister for Education and Lifelong Learning and the dedicated website can be found at http://www.walesinternationalconsortium.com.

Fact finding visit to Poland and Bulgaria

A UK NRP and UK NARIC team has spent a week in Poland and Bulgaria undertaking a study visit. The visit provided an important opportunity to exchange information with the Polish and Bulgarian ENIC-NARICs, particularly in light of the developments to higher education structures following the development and adoption of the Bologna Bachelor and Masters structure.

The visit took place at the end of January and revised information will be provided in future updates of International Comparisons and Global Qualifications.

NRP Progress:

Progress varies greatly from one NRP to the next. Some NRPs have produced a large quality of Certificate Supplements and have reported some demand, mainly for those in English.

Copenhagen Declaration:

November 2002 - 31 countries and European Commission adopted Declaration on enhanced co-operation in European VET

Need to develop a common currency of qualifications and competences across
  Europe
Proposal to integrate all transparency issues within the remit of one national agency

Transparency:

Transparency relates to this process of integration and improving acceptability of qualifications. There were initially three main strands to this work:

Technical Seminar Cooperation in Virtual European Space, Venice, 19th-20th November 2003

Lisa Collett recently represented UK NRP at a Technical seminar in Venice focussing on the establishment of a virtual community on the CEDEFOP website to enhance transparency of post secondary vocational training in Europe. Specific issues were covered regarding enhanced network co-operation, the architecture of the proposed community, documentation and information and the Europass. The seminar involved a series of presentations and working groups. The working groups as well as being a forum for discussion of certain points, were held to bring out any issues that should be considered when developing the proposed virtual community.

The Seminar was organised by the Italian Ministry of Education and the Italian ministry of Welfare and Social Policy. It was hosted by IPSSARCT E.Cornaro. The information collected will aid in greater transparency and mutual recognition of post secondary vocational education and will be used to update the InterSkills publication.

Vocational Training of Young People in Italy, 10th-12th November 2003

Elinor Croxall recently represented UK NRP on a study visit to Rome focussing on the Vocational Training of Young People. Specific issues were covered regarding recent legislation on education and vocational training. The visit involved theoretical discussions and visits to a variety of local schools. These included state and regional vocational institutes as well as a regional institution for students with special needs and a career guidance centre. The visits involved discussions with the head of the institution and tutors as well as students and included tours of classrooms and workshops.

The visit was organised by Cedefop and hosted by ISFOL (the Istituto per lo Sviluppo della Formazione Professionale dei Lavoratori). The information collected will aid in understanding and evaluating Italian vocational awards and will be used to update the InterSkills publication.

The new InterTeaching (First Edition) publication is now available for trial for France and Malaysia. This is a one-off project, with valuable sector-specific information. Further support for organizations dealing with international teachers is available through the UK NARIC Membership and 'Overseas Trained Teacher Credential Evaluation' training session, designed to give practical information and guidance on the education and training teachers receive in different countries. Flanders Study Visit - 12th - 16th October 2003

Torjus Abusland from the UK NRP recently participated in a study visit in Flanders. The aim of the trip was to collect information relevant to the InterSkills publication now available on CD-ROM and the internet, and also to gain a thorough understanding of the education system in Flanders. Various institutions offering different types of vocational education were visited in Brussels, Bruges, Gent, Genk and Hasselt, also including adult education. The study visit was organised by the Flemish Community Ministry of Education in collaboration with CEDEFOP.

Meeting with Sector Skills Development Agency (SSDA) - 12th May 2003

UK NRP recently met representatives of the SSDA to discuss the operation of the new agency and the network of Sector Skills Councils (SSCs). It was agreed that the sector-based work conducted by UK NRP will prove valuable to the new SSCs and equally to the SSDA Technical Forum. Further collaboration will take place in due course.

Pakistan Visit: 3rd - 7th March 2003

Paul Norris and Richard Budd recently conducted a joint UK NARIC / UK NRP Country Review Exercise to Pakistan. The purpose of the visit was to meet key educational organisations, to collect relevant information and data and also to re-evaluate the standing of Pakistani qualifications. The results of this exercise will soon be available on the new UK NRP publication InterSkills and on the UK NARIC publication International Comparisons.

UK NRP visit to Czech and Slovak Republics

Bratislava

UK NRP and UK NARIC visited educational institutions in the Czech and Slovak Republics from the 24 - 29 April to collect detailed VET information for the forthcoming the CD-ROM / Internet publication Interskills. This included a visit to the National Institute of Technical and the Vocational Education in Prague and State Vocational Institute in Bratislava. UK NRP collected information on the current VET system in the former Czechoslovakia together with recent changes and challenges that face the education system as they approach entry to the European Union.

Security Industry Authority -
European training programmes in the fields of door supervision and wheelclamping

UK NRP has recently completed a research project on behalf of the Security

Industry Authority (SIA) prior to the launch on the 1st of April 2003. The project focused upon European training programmes in the fields of door supervision and wheelclamping.

A paper based version of the project was delivered in addition to a CD-ROM, which contained a searchable database of the project.

Learn MK Conference - 12th February 2003

Working Towards Your Future - An Opportunity not to be Missed
UK NRP and UK NARIC attended 'Working Towards Your Future', a drop-in event about jobs, careers and learning opportunities, which took place on 12th February from 10.30am - 7.30pm, at Learn MK, De Montfort University, Kents Hill. The event, organised by MK Adult Continuing Education's Learning Initiative for Multi-Ethnic Groups (LIME) and Learn MK, was an opportunity for people looking for new jobs, those who wanted to update their skills and those wanting to improve their career prospects. The event was open to all, but was particularly geared towards those with non-UK qualifications.

What happened …
The event brought together employers, education and training providers, information and advice experts, professional bodies and individuals. There was information about training and careers in:

· Construction
· Customer service
· Distribution
· Engineering
· Financial services
· Health sector
· IT
· Management
· Manufacturing
· Police

Non-UK qualifications
UK NRP and UK NARIC provided short presentations throughout the day about non-UK qualifications and their recognition process in the UK, designed to assist individual jobseekers and demonstrate the value of non-UK qualifications to potential employers.

New UK NRP Service: UK Qualification Description

Who is it for?
UK trained personnel who wish to practice their occupation overseas, or those that need to demonstrate the value of their qualifications to employers or recognition bodies.

Also useful for individuals looking to study further overseas.

What is it?
The UK Qualification Description provides an authoritative explanation and outline of specific UK vocational qualifications.

In detail it covers the following points, where relevant:
· Skills and Competences Acquired / Modular content (if available)
· Range of Occupations Accessible / Occupational Role
· Information on Awarding and Accreditation Bodies
· Level of the Certificate / Position in the National or Scottish Qualifications   Framework

NRP Network Meeting: UK NRP elected onto Working Group

The NRP Network meeting took place on December 16th in Brussels. The objective was to provide updated information on the development of NRPs in the Member States and candidate countries. Consequently, UK NRP provided a short presentation on progress so far, services offered, project work completed and website information.

The subsequent discussions focused upon how to establish a European network of NRPs and its tasks plus considerations of the technical and financial requirements.

A Working Group has now been established to provide guidance on these issues (drawing up working proposals and implementation programmes) and the representatives elected to the three-strong committee were the NRPs of Austria, Sweden and the UK.
